These "preprogrammed" failures due to inadequate cooling surface for the voltage regulators (and poor construction in this case). VERY WELL done

Very good explanation sir. I would suggest 30V 3A Power supply with current control instead of buck converter. It is possible to limit current to fuse value not to damage circuit downstream voltage regulator if any problem there was the cause of its damage. I like very much the way you deal with circuit repairment. You are number one!

5:00 Take care for your TC1 tester and short the legs of the cap before connecting. I killed my TC1 this way, because previous multimeter charged the cap during measurement and this charge killed my TC1. It was completely damaged (Surge protection and micro controller) 😢

oh sorry for your tester loss discharging the capacitor before teting by any type of capacitance meter is very very important. otherwise it kills the capacitance meter. because the capacitance meter applies a frequncy based test signal to test XC, and a charged capacitor destroys that frequency generator circuit

isopropyl alcohol is I think (I'm using it too). Avoid methyl-ethyl-cetone. Stronger but strictly for professional use in my country (Greece)
