Tampa police arrested a second teen in connection to the shooting near Armature Works that left four people hurt, including three innocent bystanders who were shot.
Tampa police say 19-year-old Jaimartez Young turned himself in to authorities on Friday afternoon.
He is charged with premeditated first-degree attempted murder with a firearm, possession of a firearm during the commission of a felony and discharging a firearm in public.
The state filed a motion for pretrial detention, which will be heard on Friday.
Police first arrested a 17-year-old on Wednesday in connection to the shooting. He is charged with second-degree attempted murder with a firearm and felon in possession of a firearm.
Investigators said the 17-year-old was identified through witness testimony and surveillance video, which showed him firing shots in the direction of two people.
