This commercial, which aired on New Zealand TV screens during the early 90s, featured Col'n Carpenter (played by Kim Gyngell), one of the many famous characters from the award-winning Australian sketch comedy show "The Comedy Company"; it aired on Network Ten from 1988 to 1990, and in New Zealand through TVNZ's Channel 2 (now TVNZ 2) from 1989 to 1991.
A sitcom spin-off from the show, "Col'n Carpenter", was produced in 1990 and based on Kym Gyngell's character of the same name. It ran for two series, from 1990 to 1991, and co-starred Stig Wemyss and featured singer Kaarin Fairfax. Col'n Carpenter screened in New Zealand on TV3 (now Three), not TVNZ, during late 1990 or early 1991.
New Zealand has a reputation for hard hitting drink driving and speeding ads. It was around 1990 the NZ government started large funding for the anti drink driving and anti-speeding ads.
Between 1990 and 1993 the TAC strategy helped prevent an estimated 10,800 serious injury crashes and halved the state's road toll over the five years from December 1989.
Between 1995 and 1997, changes to the road toll were dramatic. There were substantial reductions in serious road crashes, deaths (111 fewer), police-reported injuries (19% less) and hospitalisations (12% less).
Since 1995, there's been little change to the campaign's strategy. Campaign priorities are determined by government transport strategies. But while individual campaigns have changed and evolved since 1995, the basic formula adopted from Victoria of intensive publicity to support enforcement, remains the same.
