Dumpster diving is technically legal in all 50 states. In 1988, the Supreme Court ruled in State of California v. Whole rotisserie chickens we were allowed to take a few things home at the end of the shift but we couldn't let anybody else get anything. I had some friends that had an apartment nearby where I lived and of course we were all pretty young at the time so they were struggling a bit I used to have them meet me by the dumpster and I would give them the bag full of food instead of throwing it in.

I lived in Liverpool over the road from Crawfords Biscuit factory on Edge Lane - they'd fill a dumpster with misshaped biscuits under a covered roof with easy access from outside. We'd regularly go and fill a couple of carrier bags with perfectly good snacks. Although there were rats in the vicinity we never saw any in the dumpster, they just couldn't get in. They changed to covered / locked dumpsters about 35 years ago when people started to pull up in cars to empty it to sell at car boot sales.
