I hack the BG7TBL tracking generator to work with my HP 8591A spectrum analyzer (as I bought the wrong type). This shows the unit is a cheap and hackable solution which is rated to about +12 dBm and 1.6 GHz although it can be pushed up to 1.8GHz. Some fixes for feedback issues in the automatic level control circuit are explored.
