Are there rules preventing fuel injection instead of carbs? and if so is there fuel restrictions? type octane etc?

Yes, with USLCI you can currently only run carbs on this engine. They are releasing another engine this summer that will be available with fuel injection. There are also fuel restrictions not octane based but specific gravity based and no oxignators

Thanks for the insight man, seems like a rly fun car to get into racing with. Not sure if its a secret or not but what do the racers usually run for fuel? and would there be any alcohol runners out there? not sure if that falls in the oxignators class of fuel.

Not really a secret, most run 92-93 octane pump gas. Some run race fuel i.e. MS98 or something similar. I've heard from engine guys in our racing that you can over octane these motors pretty easily so nothing fancy. Alcohols are not allowed with USLCI, sometimes Ethanol from pump gas has caused an issue with fuel failing tech. What I had done best was use aviation fuel de-octaned by mixing with pump gas, this way I didn't get the Ethanol and got a more consistent fuel throughout the year......at a much lower price.

No, I don't run one. Usually I start the motor and choke by hand until warm enough (reaching the bracket under the hood). After running for 1-2 minutes I don't have an issue starting it all night. It was just one more thing to install and fish through the dash that I decided it wasn't necessary. I got rid of it 4 years ago and haven't had any reasons to put it back since.
