A good stealth player doesnt need ecms so hacker would be a waste while you can not only walk faster but dodge around guards better then other builds meaning you will be finished even faster then just 20%.for example on that auction map i did the 5 min achievement solo with yakuza. With hacker i rather kill guards to save time cause i cant just run past them on the ways upstairs in the hall (yes that works but its not easy) So i just see it as OP stealth deck lmao and no loud therefore

A couple changes instead of the base benefits mentioned could be keep the 20% movement speed and armour regen but lower the regen to something like 40 or 35% and include bonus armor alongside the regen. One other change to go with the ones above could be for the final card alongside making the benefits start at 50% it could also make the benefits of berserker, frenzy and yakuza 50% or 100% stronger

The unique throwawable for Yakuza could actually be something like this. Removes all but one of your health in exchange for 3-9 seconds of invulnerability rounded according to how much health was lost for the active. So, 99% would be 9 seconds, 66% would be 6, etc. This could incentivize a sort of berserker setup that actually runs hostage taker that you can have on demand for pushes while at the same time incentivizes the player to gain health to spend it for said pushes, or to use for interactions. Since your proposals were bonuses when low health, the possible throwable could lend itself to that playstyle. Edit: I really hope that this doesn't get lost in the sea of random nonsense because I'm really damn proud of this idea.

Maybe for yakuza we could get a special throwing star that you can recover. Landing a kill with it could give you another minor boost to movement speed, dodge, and provide 150 damage resistance for 5 or so seconds. Yakuza can then recover the star to reduce its 15 second cooldown by like 6-7 seconds

I was thinking something similar as I was watching the video, though that's much more fleshed out than what I came up with. Only thing I'd consider adding are kills with melee shortening the cooldown as an additional, since Yakuza are better known for being close-in fighters as either enforcers or hitmen due to Japan's historical crackdown on public firearm usage; aka the "axe gang" phenomenon). Yakuza do have guns of course, but they're rarely used due to being noisy and, frankly, unnecessary against most of those they'd employ violence against as the general population is disarmed already.

10:30 I think a more interesting concept for a throwable instead of just "ooh godmode" would be to increase your armor value or something. Maybe it could be +35% to 50% or something armor for like 7 seconds? If you wanted to make it viable for your dodge concept, it could be also be somewhere around +15 to +25 dodge. Throwable or not, I don't like the idea of making a “kingpin 2” that just has reduced proportions.

A friend of mine who used to play Payday 2 a ton had this one build with Gambler that actually worked surprisingly well. Essentially, he had the Gambler perk deck maxed out, and he would run a sentry build with high ammo economy for his primary and secondary. That way he could always refill his sentries but wasn't denying his teammates ammo. He mostly used it for maps where you have to hold out for extended periods of time, such as Overdrill on First World Bank, or Cook Off.

There's only two things I really think need to happen. One, most of these decks have great concepts but they're just not strong enough (obvious exceptions like Yakuza of course, it needs better features), so some simple buffs to health, armor, or dodge would be plenty to make them useable. Perfect example is Biker. HEalth and armor regen for kills with it scaling based on health you lost is a great idea, but the deck doesn't give you any extra total health. That alone would make biker a much better perk. Two, perks that affect teammates NEED to give indicators that they're in effect, and for perks like tag team people should know when they're being tagged. I actually played around with a tag team build after seeing your breakdown of the perk, and I wish SO BADLY my closest friends played with me so I could take full advantage of the perk. It looks like such a fun concept and it seems effective when done right, but it's so badly inhibited by the fact that it flies so under the radar in pubs.

I feel like these need something else too: Crook is expensive and survivability isn't that great even with 2 shots, and doing anything other than HBV feels pointless Biker can armor gate pretty well, and the health regeneration is okay, but it doesn't give any buffs to your health/armor which bothers me a lot (and sometimes it doesn't even work) Burglar gives RNG lower than Rogue and lockpicking faster is just and Tag Team while it is pretty good when you have an actual team (which is not a guarantee on pubs) the vape targeting is super awkward; personally Grinder, though squishier, feels better to use because of the consistency. I do not know how to buff them. (edit: forgot maniac uhhhh the most i can think of is the 3 shot ictv thing and it can make all ictv in lobby take 2 shot as long as you keep dealing dmg wooo so good trash perk yakuza better change my mind)

My suggestion for the Hitman: 1) Ambidextry: -16 Akimbo stabililty penalty, +50% Ammo capacity. Standing still OR crouching increase armor regen by +5%. 3) When moving after being immobile gain a +10% movement speed for 1sec/seconds you stayed immobile. Standing still OR crouching increase armor regen by an additional +10%. 5) Increase damage for each successive hit on the same enemy by 5%, up to 100%; ...reset if miss or target is changed. Standing still OR crouching increase armor regen by an additional +10%. 7) Standing still OR crouching increase armor regen by an additional +20%. You firearm gain 20% chance of penetration against enemies within 5m. 9) Your armor will recover after 1.5sec after being broken, no matter what. Your firearm gain an increased +30% chance of penetration against enemies within 5m. the idea is of forcing a gameplay of alternating between movement and immobility, gaining speed in movement and armor regen in immobility, crouching would allow to have both at the same time, but would require to stand still to "recharge" your movement speed timer. and finally allowing bullet to pass through enemies in point-blank range to hit others enemies behind aswell... That would be quite "Wick" style.

Although, I think the increase to armor recover rate should be kept, and the guaranteed armor regen should be changed to removing armor suppression. For Yakuza, since the spirit of the perk is to make you Japanese Berserker, what if we removed the armor recovery and instead give it a bonus Dmg Reduction based on missing health I'd say 1% of Dmg Reduction for every 5 points of Health missing, up to a hardcap of 45% (normally this would leave you with only 5 HP left however if you increase your Max HP with Jokers, Crew Chief, etc, then you can reach the cap without being so heavily crippled) To prevent this from being "Mr Invincible in ICTV" I'd make it so the Dodge penalties in armor applies to your Dmg Reduction, this would give The Two-Piece Suit a +5% bonus DmgR (but i don't think anyone with a brain will use 20 armor when a heavy zeal even with half power still does over 100 dmg per shot), Light Ballistic Vest would give you a -5% for a total of 40% and ICTV would essentially disable the perk all together Having 40% DmgR from the Perk Derk+ Frenzy Aced's 25% and Underdog Aced's 10% would give you a cap of 75% you'd essentially play the game like how Stoic plays it, but instead of having only health you'll have only armor... and you'd have a way smaller value of it... so in essence you'd have the same two shot vs Zeals armor setup in one down difficulty as any other armor deck

I quite like the idea although i would go for a different approach entirely. keep the resistance, but make it scale to around 20% at 0 health. And for the spirit of berzerker, adding a built in zerk for that might be a good idea, maybe +50% dmg at 0 health. Im not sure how to juggle this around though, another idea is to give a flat armor value based off health, but that might not be a good idea Also, resistance doesnt count like that, and if the change was implemented the highest resistance youll get is around 40-50% Source: i play max resistance infil and at most i get 77% from revving

Personally, here is how i would buff Hitman, it's pretty close to what you said but i added a little more. My idea is that the Hitman is the embodiment of a professional killer, he can kill anyone, with any weapon, including a simple pen. The Hitman, is the weapon expert as a result, he can bring out the full potential of any weapon he decides to use. So here's my idea: - For Ambidexterity, it would give +25% total ammo for all weapons as you said, but i would also add "+8 accuracy while aiming down sights". This would help weapons with lower accuracy and i just like keeping the "+8 stability for akimbos" and change it to all weapons like we did for the total ammo, i just changed it to accuracy because i feel like it's a more important stat yeah - For Tooth and Claw, i would actually add another effect to it. The main reason why is because of the card's logo, it shows akimbos with a sight and bullets but then you read the card's description and it has nothing to do with akimbos, it just gives the 1.5s guaranteed armor recovery. So here's what i would add: "When you recover your armor, gain +15% damage increase for 6 seconds" or something like that. Again, the Hitman is the weapon expert so it makes sense to me he gets a damage advantage over others, he knows how to make his weapons as lethal as can be. Then, it also synergies with the rest of the perk being all about armor recovery. And well, i think it fits with John's character, whenever he is brought down he comes back more deadly than ever yeah ? - And finally, i join your idea on giving the perk some armor, i would give it +10%, maybe +20% at best. Because it gives no armor whatsoever as of right now, it kinda locks you into using the ICTV if you want to survive on DS, Yakuza also has that issue. By giving it more armor, it would give the Hitman a bit more flexibility yeah ? My biggest issue with Hitman is that not only is it weak because it focuses on a mechanic that's very underwhelming, aka armor recovery, but it also narrows down your possibility massively. I think with all these changes the perk deck would offer more possibilities to the player, while giving it an edge over other perk decks with its focus on weapon stat boosts

one of my favorite mod changes to Yakuza perk deck is Restoration mod. A whole gameplay rework mod. not for everyone obviously. One of the base game changes is it removes the percentage based dodge chance and instead adds a Bar to the right of the screen, that when over a certain threshold guarantees the next attack will be dodged. This bar can be filled a variety of ways. such as getting hit by bullets (passive) Basically removes the random nature of dodging and brings more skill to the mechanic by forcing you to micro manage a meter Yazuka perk deck in resmod adds base dodge recharge rate, and if you are lower than half health it: increases dodge recharge rate whilst under half health Generates a chunk of dodge meter with every ranged kill whilst under half health. Adds 20% dmg reduction whilst under half health generates a chunk of dodge with every melee kill whilst under half health And the final one is quite big in bringing out these effects to their best possible limit Once per down, if you would be downed, you instead survive with 1 life point and you regain 50 armor. Really fun rework to play with. a lot of fun

I feel like removing gambler's team healing would kill its identity. Plus gambler healing everyone and giving ammo makes it a jack of all trades support perk deck that universally helps teammates as high efficiency guns aren't really effected by the ammo effect. That being said I like the bar filling effect but 10% of ammo is too weak by itself so maybe just make it also give a throwable/instantly recharge teammate's throwables(Ex.Kingpin/Stoic) and give ammo to normally ammo bag refill only weapons such as the Thanatos sniper rifle. This would make it the perk deck that buffs all other combat perk decks while keeping its identity of the jack of all trades support. All that being said I absolutely love the RNG removal and the 5 times per 5 seconds on the healing ideas.

Here is my suggestion for the Yakuza... I think it should be orientated more on SMG and Melee... that way I think it would feel more like a yakuza typical in movies... unloading SMGs while running at an enemy to finish him with few melee attacks: 1) Scale up armor recovery AND dodge based on health missing, up to 20% each at 25% health. When you sprint, your SMG's fire rate is increased by 30%. (when running you scream "kisSSAAAMMAAAA!!!") Each melee hit reload 1 ammo to each of your weapons. Your armor and health are increased by 5% each. 3) Scale up movement speed and SMG fire rate based on missing health, up to 20% at 25% health. Melee hit now reload 2 ammo per hit, instead. Your armor and health increased by an additional +5%. 5) Armor recovery up scaling is increased by an additional +20%. Melee hit now reload 3 ammo per hit, instead. Your armor and health increased by an additional +5%. 7) Dodge up scaling is increased by an additional +20%. Melee hit now reload 4 ammo per hit, instead. Your armor and health increased by an additional +5%. 9) Armor recovery up scaling is increased by an additional +20%; and now the up scaling threshold max at 50% of health, instead; and when your health gets below 50%, you will be immune to health damage for 2 seconds. This effect cannot occur more that once every 15 seconds. Melee hit now reload 5 ammo per hit, instead. since recovery is requiring to sacrifice health it's not that important the values without any shield gatting of grace period... thus I gave grace period to him as for copycat.

I think Hitman's 1.5 second regen only works after armor break because DS isn't the only difficulty. Imagine ICTV Hitman on DW and below with your 2.5 guaranteed armor regen. Sometimes the armor won't even get broken before it fully regens and on Overkill and below you can't die. I know most decks have the same issue, but Hitman in this scenario would probably be one of the best if not the best deck up to DW, while being balanced on DS. Learning curve is no joke and new players might be using Hitman as a crutch. Aside from that, I'd like to see ammo changes you've added to the deck. Gamblers main strength usually comes from 2 or more people using gambler, this is one of few decks which actually stack with each other pretty well. The way I play Gambler usually revolves mostly on me waiting for cooldowns, so the lower cooldown solution seems way better. Also team gets 50% of minimum ammo pickup for some reason, this means 0.9-1 pickup guns can't get ammo from gambler at all. 10% ammo per 25 boxes is way too small compared to what we have now, this also means you can restore ammo in weapons without ammo pickup, like HRL or Commando, which is OP. So this change benefits OP guns way more than weak guns. It'd be better if team received entire(100%) ammo pack and cooldown was lower. Yakuza changes are great, except until you've added dodge based on health value. Unironically the most useless perk deck card in the entirety of the game. It either does nothing or you die trying to play around it because you have to use suit for full potential which will just lead to more downs than using LBV/HBV/ICTV. I don't want another unique throwable deck, so I'd make other changes to the deck. For example, the deck has several bonuses which are strong at full health and disable at low health and a few other bonuses which aren't active at full health and are strong when you're at low health. This sort of means you're playing 2 different decks at the same time which is an unique concept compared to what we have now(no deck until low health). Anyway all of this is my opinion and a subject for change.

Hitman becoming op under DS is more of a problem with the game's difficulty scaling, which is something that I think needs to be fixed too. But if you're talking about being a crutch, the game doesn't have shortages of that. Equip ictv hitman with hostage taker, and you aren't going to even go below half health unless you get sniped or run into dozers. Or sicario ictv hostage taker, or muscle ictv hostage taker, or... well you get the point. The scaling of the lower difficulties is basically insignificant, and only on DW do enemies start to do damage. I guess I should have clarified the gambler part, the ammo your team gets would still work the same as it does now. If a weapon can't pick up ammo, you aren't going to get refunded. Although 4 gambler commando would be funny... As for the yakuza change, well that was the point. There's no dodge setup in the game aside from crook and hacker which work with berserker, and crook is done with 2 shot most of the time, and hacker only works with berserker because of how high the dodge is. My yakuza change would directly synergize with berserker, making for a very risky playstyle, but also a unique one.

Considering that the yakuza perk deck came with the most powerful melee weapon in the game at the time (and technically still since no weapons have surpassed it statwise on damage, only matched it, specifically a climbing icepick and a giant golden goddamn spoon) why not add melee damage that increases as you take damage (say 15% at full and 75% at none for example) would exemplify the power of Jiro and his blade by extension, as in his trailer he decapitated a blue SWAT guy ONE-HANDED

Something else to be mentioned about Gambler is inconsistency - and I don't mean with the healing being slightly randomised, 'cause I don't think that makes *that* much of a difference in practice except in very specific situations. It's more that how useful it is at its core function is dependent on your teammates. Like, you're nerfing your own survivability a tad with Gambler in return for bolstering your teammates. That's sort of the basis of playing support *in general,* never mind with this perk deck. But if your teammates are running Frenzy? They don't get any of your health regen. At all. And, as you said, they nerf yours at the same time because your health probably won't be lower then theirs - and even if it is, the extra healing means it won't *stay* that way. But the ammo's always good, right? Except... It's *50%* of an ammo box that your teammates get, instead of 100%. And there's no lower limit, so if they're using weapons with a low pickup rate, (The Judge, Grenade Launchers, Thanatos, and so forth) *They don't get nothing!* They'll simulate an ammo box, get 50% of the highest roll they can get, and *still* be short of rounding up, so no ammo for them. Which means in practice, you could (you won't often, but it's certainly a possibility) wander into a pub game with Gambler and your skills set up to help the team, find yourself playing with 3 frenzy players all using grenade launchers and Breaker 12Gs, and that's it! Your perk deck is just a shit Muscle at that point for all the good it's doing your teammates! And even then, you wanna play support? You know what a better support deck is then Gambler, even when Gambler's working 'properly' because your teammates are playing health builds and using LMGs or whatever? Kingpin. No, I'm serious. There are some builds in the game that can't make use of Gambler's health/ammo regen, like I mentioned above, and same goes for Sicario's dodge boosts, or Maniac's damage absorption, or Tag Team's health regeneration. But name me a build in the game (except I guess for Stoic in very specific circumstances) that doesn't appreciate *not* being shot at. Kingpin can do that, and meanwhile it's giving you 6 seconds of either near-invincibility or, with the right build, *actual* invincibility every 30 seconds *at the worst* (And yes cooldown starts when you start the injector so some people will say it's actually a 24 second cooldown, but it happens every 30 seconds is my point), which is *way* more useful for surviving yourself, which is a critical aspect of supporting your team - not dying and becoming a drain on short and longer term supplies. Best support deck, or at the very least best for public games where two players having build synergy is essentially a random occurrence. Fight me.
@CarrotIsBad

Yea, unfortunately payday doesn't have a use for "support" decks. If you want to support your team, you'd be better off taking something self-centered and just keeping enemies away while they do objectives. I didn't know about that ammo pickup thing, so I find it even funnier that the pickup is even less useful than it seems lol

The major issue that I take with this is that the game is balanced around Death WISH, not Death SENTENCE. Justifying things through Death Sentence means that everything will be far overtuned for anything below it, which causes a whole bumblefuck of nonsense for people.

I've had the idea tgat gambler could get +10% armor (1-3 sec cooldown) upon picking up ammo allowing it to armor gate as you pick up ammo; Maybe have it get +10% armor 3x per 10 seconds, giving it a rhythm. Or with it being called gambler have it be a doge build (+30% - +40% base) and have it get +10% doge 3x per 6-10 seconds, might as well since doge is a gamble As for the yakuza throwable - i like the idea It's a honor/sepuku ritual blade that at the "cost" of damaging you to 1 health (can't kill you) gives you 3-5 sec invulnerability once every 45-60 seconds, no way to speed it up. Also i like the idea of 0% - +60% doge for yakuza

Text Wall Alert: I know this may sound silly, but why not give Hitman integrated crits or the old skill "Silent Killer", the skill that gave 30% more damage on suppressed weapons? It would be fitting, as a Hitman is supposed to be a profession that revolves around KILLING, so why not make it into the "best killer"? He could also have on-kill abilities, but instead of passives to make him harder to kill, it makes him even deadlier. For example, damage boosts on kills that do not reset if he keeps getting kills. Take a page out of Biker and Ex-Prez and give him faster armor recovery and some HP on kill (but of course make it weaker to not make them useless by comparison and he has to be the one getting the kills, not his teammates). It would also fit with John Wick, as he is basically on an endless massacre across 3 movies. The above ideas might sound lame to others, which I agree with, it does make Hitman into a kill-whore playstyle that revolves around one person literally committing genocide while the other 3 heisters just play patty-cake with drills. (If you could use the throwing cards for playing cards, it would give the heisters something to do besides watch John Wick scream in anger.) Compared to other decks, it lacks a lot of unique features and things to make it stand out. It doesn't have all that effective armor boosts, it completely lacks healing, and it railroads you into using akimbo weapons, which really doesn't feel like John Wick to begin with. Giving him ammo boosts is interesting, and if anything makes him into a scavenger (which I do like and allows Hitman to be more resourceful I guess). The more practical buffs, in my opinion, would be the ammo boost and pickup to give Hitman back his old position of having a top of the tree skill as one of the perks while also making it far more practical for all weapons instead of a really funky niche. Having High Value Target (or some iteration of it), integrated crits, or even OG Silent Killer Basic would be really nice. Yes it would be annoying to force the player to use suppressors, but it also fits the character. tl;dr Give John Wick extra ammo, extra ammo pick-up, more damage on weapons.

Maybe instead of increasing Yakuza survivability, maybe they could go with a way with buffing the damage Yakuza Perk Deck users deal? It basically works like a free Berserker, deals more damage the lower your HP is, and stacks with the Berserker skill, possibly amplifying the damage gauge up to 198%, or 498% with saws and melee, which allows a ton of weapon to reach crazy breakpoints they can never have without the perk deck itself. Literally glass cannon.

I think having 3s god mode for Yak is weird. I do however, think that instead of a 3s god mode for Yak, it should instead give you 8s of 80% damage reduction, +45% movement speed, and 1000% melee damage buff . While the injector is in effect, you can only use your melee, shooting your weapons would cancel it. Killing a special would give you 2s back and a normal enemy 1s. I think it might be fun to utilize yak's injector to enable melee builds.

I've always felt it's a good thing Overkill have the most overpowered decks like stoic and leech be non-dlc, it's very clear they dont want their game being too pay to win. However I feel like it's a bit of a slap to the face for people who did buy the dlc, to get underpowered unusable decks, biker, yakuza, etc... are basically unplayable despite their dlcs being otherwise really good. (not biker heist though, fuck that, except day 2, day 2 is good).

Yakuza is a very fast paced perk deck so I think a fix is pretty drastic so bare with me. Add a melee dash as a throwable. You will take out your melee and dash forward. It will go on for like 3 seconds then You slow done along with this dash you recover all armor and gain a decent amount of dodge. If you hit a enemy while in the first state of the dash it will recharge. This deck could make a very face paced gameplay bouncing from enemy to enemy dodging bullets and shooting people with your weapons. idk this sounds kinda broken but fucking awesome so yeah

I think taking away hitman's focus on akimbo is kinda lame since most akimbo weapons (pretend Grimms don't exist) are not too great. removing niches from decks ultimately is not good for the games 'fun factor' that comes from different play styles.

Also, about Yakuza, I remember seeing someone suggest that the faster you get/lower health you have, the more dodge you have and while it does sound good it sounds way too flakey since you'd be forced to play with suit. Honestly I just find it bullshit that you have to play with ictv considering that the deck is about speed. Also eh I don't know how I feel about the throwable idea either, it doesn't sound bad but we already have a bunch of decks with throwables. No more please.

I think for Gambler they should look at the Scout in TF2s MVM mode for ideas on what they could do. I think adding an over shield from ammo pickups after being full health or something could help out with surviving since it seems to be an "in the action while your friends sit back and kill" sort of deck. Maybe increased dodge chance on pick up or increased movement speed paired with the bigger pick up range (that stacks with Scavenger) would be alternatives. with the increased range over something like more survivability keeps the deck from being too tanky or something. A usable where you "roll the dice" for increased dodge chance or something so you can get to the ammo from cover to start the picking up could help or be interesting too with that risk being too much dodge chance. idk all just thoughts ive had looking and thinking about the deck as someone who loves Scout in TF2 lol
