5-27-21 San Bernardino County Light Trespass Workshop

MBCA Board members, along with other members of the community made a presentation during a workshop held by the San Bernardino County Planning Commission. This ordinance would replace the existing Glare and Outdoor Lighting section of the Development Code.
Below are some of the relatively small differences between the existing and proposed lighting regulations:
-The existing ordinance is complaint driven, meaning a complaint must be lodged to begin action by code enforcement to address non-complying lighting. The proposed ordinance would mandate that existing exterior light fixtures comply with the new ordinance within a 2-year time frame (an extension of up to one year may be applied for).
-All exterior lighting must utilize LED technology. The current code was written before the widespread adoption of LEDs. Lighting intensity is currently measured by the metric of how much light an incandescent bulb produces. The mandate for LEDs will save energy, therefore money, while at the same time reducing greenhouse gas emissions. A positive step towards addressing climate change.
-All LEDs must utilize warmer color lights. A maximum color temperature of 3000 degrees Kelvin must be employed. No longer will the harmful blue-toned lighting be allowed. This revision will serve to protect the health of humans and wildlife.
-The antiquated means of establishing light trespass by observing the shadow cast by a yardstick will be replaced by the use of a light meter. Smart phones have an app for that!
-The use of string lighting will be allowed subject to certain limitations.
