I don't understand, it almost looks like pushing the film made no improvement at all in the underexposed scene?

Misconception of what pushing film is. You don't increasee film sensitivity, you underexpose it, then overdevelop which recovers highlights. But what's lost in the shadows by underexposing is lost. So pushing film results in increased contrast, increased grain size, and shadows information loss.
