You probably dealt with the problem a long time ago, but they have that rust conversion paint. It's black, iirc it's called Por-15. You could take a very small paint brush and paint the Por-15 on each rust spot by hand. Shouldn't take very long. The por-15 converts the rust into a barrier against future rust. Another method would be a small wire brush to remove the surface rust, and then paint each part that rusted individually.

Hi Mike. Are those diagonal brackets that hold the mounts after market? Mine don't have those additional holes where you could move the mount up a half inch.
