I googled this because I wasn’t sure. I certainly have never seen one with seat belts, but online it says that there is actually a law that if a golf cart can go above 18 mph, it needs to have seat belts installed. Sounds like maybe that’s the type of vehicle they were driving and riding?

How do you “lose control of a golf cart” & how on earth does a flipped golf cart actually kill a person?? They only go like 20mph & I’ve been in one when it flipped & while it hurts especially when others land on you but it’s not what i would consider life threatening…I grew up spending summers in a poconos gated community where kids were allowed to own/drive gold carts or crotch rockets but most of us had golf carts. The damn thing’s always broke & the ones with canopy’s were the ones likely to fall over while doing donuts….but they didn’t go fast at all….i cant even imagine anyone dying even considering how reckless we were with them as kids & we were in the mountains so there was definitely potential to get hurt by driving off a cliff but I doubt this couple drove off a mountain with their golf cart…& no one i know ever even broke a bone let alone died from recklessly driving them 🤷🏼♀️

I know if a guy who put his sidebyside with his wife as a passenger off a cliff and killed her. He survived without injury. My husband came home and said the side by side had shown up at his work for repairs that day and nobody in Our town would touch the side by side because of the death He had to bring it out of town to have it fixed. If an actual professional, who has studied the activity/topic for years and has gotten certification/cleared to conduct that activity commercially and takes all the safety precautions, sure you absolutely could if you wanted. In fact, people do just that all the time- they jump off of things bungee jumping or out of airplanes or pay people to take those wingsuit lessons, etc. However, a guy driving you through a park on a tour isn't an animal expert. Even if he was, those are still WILD ASS ANIMALS so there's no "safety precautions" other than stay the hell away. In many places people travel to, the governing body has made it so that people who conduct certain dangerous or risky activities must be certified before they can legally advertise their service or work for places that conduct these activities. To get certified, they have to have X years of experience and show knowledge of aspe ts of the activity- one definitely being safety and what to do if things go wrong, etc. In some places, if you want to conduct mountain climbing tours, you have to go through the government department that handles leisure activities and tourism and whatnot. Or boat tours in some countries. Shark diving. It's definitely not the same around the world so check when you travel somewhere and want to book an activity- see what is required for people to be allowed to do that. In some places, it may very well be just another jackass and you might end up stuck in a snowstorm while mountain climbing or a flash flood in a canyon. In the US it also may be different by state. I do know that in Alaska, a person has to be registered with the state to be a "guide"- someone that you pay to take you on hunting or fishing trips or just camping. That's a place you definitely want someone with knowledge since you can get lost even right outside of the city and anything might happen.
