I needed to make a 3/8" radius circular groove in a Delrin plastic pulley so I just cut a piece of 3/4" mild steel round stock and welded it to a shank, then ground some basic relief and honed/polished the edge and it worked great.

Does the soft tool give better performance in plastic, or is it simply easier to form?

I milled the true profile without any clearance with zero rake on the top. This kept the form true and the finish demonstrated that hardness + clearance are not always required.

Everything under the centreline of the part naturally clears the tool profile. Except features that are square to the part axis, clearance on the tool needs to be provided on the tool profile. These features are generated by the lathe cross slide.
