Valley tongs were used to make the valley , or transition between intersecting sections of standing seam tin roofs.
Standing seam roofs were a mid 19th century idea for a fire proof roof { better than wood shingles}, and became popular in the 1870's. They mostly were replaced by other types of roofing in the early 20th century but still are used in restoring historic buildings and new construction that wants to look like the historic structures.
