Parents should not have allowed him to go if he couldn't swim, simple as that, I wouldn't allow my kids to go somewhere that if they couldn't swim. Seems a bit of passing the blame. It's really sad that the boy sadly died on what should of been a fantastic day out. It is not the responsibility of the park owners to watch everyone, there responsibility is make sure the equipment is safe and all equipment marked for rules and regulations. Good that its being reused as something else. We had a bad accident here in the uk, a car on a rollercoaster had stopped and another behind it crashed into it causing catastrophic injuries to the passengers, in this case the park was liable, but haven't closed down.
