The bolt under the adjuster should be loosened before you turn the adjuster bolt, because it locks in the adjustment when it is tight. Then tighten it up after your adjustment. It will keep you from having to twist the adjustment so hard.

No you can't. It is fixed by the manufacturer of the bolt cutter. It may vary from one manufacturer to another.

I know this is an old video but I have to tell you, you are using the wrong tool, to cut your spoons. You need a sheet metal shear. The spoons are a little thicker than what you may consider sheet metal but that is what it is. Bolt cutters are not made to cut sheet metal, that is why you are having problems, with them. Specifically, you want a bench mounted, long arm, sheet metal shear. 😁✌🖖
