A joint dialogue organised by the Asia Pacific Forum of National Human Rights Institutions (APF) and the National Human Rights Commission of Korea on 4 May 2022.
Background:
The COVID-19 pandemic has had a profound impact on lives and livelihoods around the world. It has brought unprecedented changes to the lives of individuals as well as various human rights challenges to societies beyond the health crisis.
The pandemic and its impact have been disproportionately affected certain communities, such as ethnic or religious minorities, persons with disabilities, older persons, migrants, women, LGBTIQ+, highlighting underlying inequalities and pervasive discrimination. Furthermore, the COVID-19 health policies of governments were often involved in controversies over privacy breaches, excessive restrictions on individual freedoms, and discriminatory practices against minority groups.
Consequently, the National Human Rights Institutions (NHRIs) are expected to play a more active role in addressing human rights concerns and implementing international human rights standards at the national level. In the meantime, NHRIs are challenged to change their existing ways and approaches in operation, particularly in the social setting changed by the pandemic.
In this light, the APF virtual dialogue was proposed to offer an opportunity to APF members to share how NHRIs have worked to promote and protect human rights in the era of COVID-19 and to discuss ways for future cooperation.
