Turnagain Arm (southeast arm of Cook Inlet) has the second-largest tidal bore in North America (second to Canada's Bay of Fundy). Twice daily the incoming pulse of high tide pushes back the outgoing lower tide. The greatest bore occurs around "new moon" or "full moon" when the moon's gravitational pull is strongest. The height depends on the strength/speed of the Turnagain Arm winds. Local surfers are drawn to the unique features of a bore tide which, as you'll see, is nothing like ocean waves coming ashore.
