While the health and safety culture can be a pain in the butt , it has undoubtedly saved many lives over the years - on the roads , in construction and in the home as well as from electrocutions , drownings , fire etc. And while Americans insist on keeping their firearms , almost 40,000 people were killed by guns in 2017 - and of course countless more were wounded , crippled or had their lives changed forever by being victims of armed robbery or assault. The UK death rates from firearms have remained well under 100 for several years. Even accounting for the population difference that figure speaks volumes.

The thing about ireland is that its still very rural ,both in the republic and NI.So if you have maybe 6 people in a car involved in a crash they all die, thats a substantial loss to a small community everyone in that community will know them and their families.I think thats why the ads are so stark. It mightn't be quite the same in more urban britain and america,it would still have an impact on families and relations, but maybe to a lesser extent the community. That scenario has happened quite frequently and a cousin of mine died that way. They need to be stark and should be stark and hard hitting

On the question "what does it say about the society...?" it's worth noting that while a lot of people are aware of Northern Ireland's history of conflict and the number of deaths it caused, the road fatality stats for the same period are much grimmer. Just looking at 1969-2001 (roughly the period of the "Troubles") there were 3,532 conflict-related deaths; 1,841 of them were civilian non-combatants, and a couple of hundred happened outside of NI). In the same period, road accidents killed 7,291 people just in NI. That's before you consider all the road fatalities before and after those years. Drunk driving used to be really bad, and lots of young fellas out on narrow country roads thinking they were the next rally or road-racing stars in the making. Fewer deaths now, but that's more likely to do with cars being a lot better at protecting their occupants in a crash. Funny enough, I live in Virginia now and one of our local channels WSLS-10 actually ran a couple of the "tamer" DOE-NI ads on the 11pm news one night, I think it was right after a couple of really bad wrecks involving local highschoolers. Most people who saw them were pretty horrified, it's definitely out of the norm for a PSA over here to be so brutal.
