Create a spline or polygon chain representing your tail.
In the Attribute Manager (Shift + F4), adjust the settings of the IK Chain tag. You'll typically set the Goal to the tip of your tail and adjust the Chain Length as needed.
Animate the Goal Object:
To add more realism, you can animate secondary motion in the tail by adding additional joints or deformers and using them to drive subtle movements.
You can also use Cinema 4D's dynamics system to simulate things like gravity or wind affecting the tail.
Render and Refine:
Once you're happy with the animation, you can render it out and make any final adjustments to the timing or positioning as needed.
