Starting with iPadOS 15, Apple has given developers the ability to allocate their apps more RAM, allowing apps to use more of the available memory in the iPad to run faster and smoother. For instance, on the highest-end M1 iPad Pro, which features 16GB of RAM, apps can request to use up to 12GB of that available memory. It’s important to note that all Apple devices, including iPads, have a fixed amount of internal data storage and RAM that can never be increased. If you’re running out of storage on your iPad, you can manage your storage better by deleting unused apps or unneeded data, or you can subscribe to a higher tier of iCloud storage. But these methods do not increase the physical RAM in the device. EDIT: As I said, Apple's feature allows apps to utilize more RAM, not increase the physical RAM itself. Some of you seemed to have misunderstood this. Virtual memory and physical RAM are not interchangeable terms. The facts are clear, and I'm not sure what's causing the confusion.
@Andronichus

That's been happening for decades in business computing. Cheaper for the manufacturer to ship it fully loaded, client pays just for the amount they need but can be remotely 'upgraded' if needed. It's actually a good idea in terms of manufacturing efficiency.

I will add that with the 2nd generation Macbook Pro they included 802.11 wireless N chips but on release they were only advertised and capable of wireless G. Apple then offered that feature as an update for $5 initially.When people complained, they lowered the price to $2 (this is all from memory so some details may be off, but you get the idea). No idea what happened after that but I suspect it became a free feature update for that model sometime in the future.

It makes sense though. They probably have the hardware selected and the drivers are working, but all the other little interconnecting bits aren't built yet. So this gives them time to build the integrations and features and a set of hardware that's already compatible in the hands of customers. The best advertising is people being able to already try things.

They also did it with some of the Intel iMacs, with them shipping 802.11N but not activating it until the standard was finally ratified. While this didn’t cause issue in most parts of the world, at the time in the USA, adding this feature meant that Apple had to charge US customers, this was due to a quirk in the law at the time, and after the furore that erupted, the law was quietly updated to stop issues like this happening in the future.
