I’m a Volunteer Firefighter and I have 3 digital scanner, and plus my pager, and my department radio. Most department in the US, use P25 Phase 2 radio. And the reason why you can’t find your department on a scanner app, because the person in your area is not broadcasting your department frequency. And if you wanna listening to your department, you will need a digital scanner, that are P25 Phase 2.

Yes unless they go encryption key. Then your digital scanner becomes obsolete. No scanner to this day is capable of receiving encrypted P25 phase 2 encrypted frequencies. They will sometimes broadcast from dispatch via internet. The delay is about three minutes where I’m at. This is done in the name of officer safety. Analog was pretty easy to program, Motorola type II could be Done but not as easy without a trunk tracker. Phase I ha! Let’s see a tweaker or dumb ass criminal try to program his or her scanner to pick it up. Phase II about the same but need a little more expensive equipment to do it. I call BS, they are trying to hide things from the public.

Some of these are real. I have a friend who is a police chief and he said that some of them are real. Now, though, they have options to remove departments from the scanner.

Part of the reason you might not hear stuff at the same time on the radio as on the scanner app is some providers use a delay before the audio is streamed. They aren’t supposed to per Broadcastify’s ToS but some do anyway. In fact some departments actually provide the feeds themselves, and in that case they may be given an exemption to the no delay rule

Scanner apps have a delay on them they’re like a repeater takes some time for it to go onto the app and into the servers they tend to have a 5-10 second delay

Thank you for sharing Officer D! I'd like to add a word of caution in regards to police scanner apps. The law, it turns out, is quite literally all over the map on whether it's legal to use scanner apps on smartphones. As you look across the United States, we have 50 different states, and every state has different laws on things like obstruction of justice for example. It is legal to own a police scanner radio; on that, pretty much everyone agrees. Where things get sticky is when you take it out of your home. The problem, police and legal experts say, is that if you have it with you then you may use it to aid in the commission of a crime. That said, and let's be completely honest with each other here, we all know that if given the opportunity criminals would absolutely take advantage of this new technology. They would be crazy not to! There are seven states, somewhat tautologously, make it illegal to use a mobile scanner explicitly in the commission of another crime. (They're California, Michigan, New Jersey, Oklahoma, Vermont, Virginia and West Virginia.) In all of those states, a bewildering array of conditions and exceptions may apply: Is the radio "installed" in a vehicle or simply carried? Is it just a relay for a fixed radio? Perhaps you're a journalist on assignment. if so, you're all set in Indiana and Florida, where you're otherwise supposed to have an FCC license or the LEs permission. The rest of the states don't clearly address the issue at all. That's because the laws were written in an era when "police scanner" meant a bulky box costing several hundred dollars that you could buy only at Radio Shack. They didn't envision a time when anyone could push a button, download an app and begin listening to LE communications traffic immediately. While criminals listening in to police radio chatter may understandably be a bit disconcerting to LE, in actuality, police scanner apps don't even turn your phone into a true scanner. Instead, they receive feeds from police, fire and EMS channels all over the country, streamed over the Internet and over your cellular network to your device. Most, if not all times, with some delay. You don't need to be in radio range, or even in the same state, for them to work. This technology is Buck Rogers stuff that nobody had heard of or thought of at the time the law was written. This is the latest example of old laws bumping against new technologies where the application of the law is not clear. Now for a horror story of sorts. In November of 2010 Louisville police charged Cory C. Todd with possessing a mobile radio "capable of either receiving or transmitting radio or other messages or signals used by law enforcement.Todd had three scanner apps installed on his phone when police searched it during their investigation of an unrelated case. He wasn't even using them at the time, he simply had them on his phone! 😳 Court records don't make it clear how that charge might eventually be resolved. The question of whether police had probable cause to legally search his phone is an entirely separate, equally thorny issue. So far, cases like Todd's are very rare. The apps have been on the market for a couple of years. But it's likely that more cases are on the way, because the public likes the apps and the police don't, and the laws are vague to say the least. So really long story short, if you are going to download a police radio scanning app on your phone understand you are doing so at your own risk. Do your research on the laws in your particular state and any state you may be traveling/moving to. "But officer, I did not know it was illegal to do such a thing" is not a very good defense as many have found out the hard way. You may hear the officer reply with, "Ignorance of the law is no excuse". Figures.😁. Stay frosty out there LEOs! Complacency kills!

Many, if not most, major law enforcement departments across the USA are also encrypted or they're close to doing so. But many of those same departments may still allow access to SOME dispatch communications...on a 3-5 minute delay.

Half the time I don’t understand what they are saying..... I didn’t think you could switch channels on one of the apps. I live near New Orleans and it’s usually quiet...which is weird

I just bought a Blaupunkt Internet Radio from a surplus store here in the Philippines and while searching for worldwide radio stations I came across a factory preprogramed genre category that says "SCANNER", when I clicked on it I was surprised to see a listing of police, fire, EMS and ATC's by country and state. In fact I found one very active 24/7 - "Pittsburgh Police, Fire EMS. LiveATC - KBOS Tower were also in the list and was very active. Again this was factory preprogrammed and I don't think it can be erased as I don't know if the firmware apps can be replaced on this thing (this isn't Android but propriety Blaupunkt firmware available only via the manufacturer).

what are the laws concerning use and possession of handheld frequency counters, the reason i ask is because i have had numerous encounters with the NYC police dept and want to know if there is any recourse for me to take every time i get stopped for something that they know nothing about.

From my experience they are real, I live in Las Vegas and when the October 1st shooting happened in Vegas I got on the scanner and definitely matched up with what was going on...Lvmpd is no liner available though as they have since encrypted their radio systems

Good video & thank you for some clarification. Scanners are also useful for other endeavors such as hearing what's happening on the local rail roads. Marine activity & truck type things. Might be kind of a twisted form of entertainment but interesting for some. There is always a question of "legality" listening in on even these other channels not related to Police or any other municipality activities.

It's very real. People buy home scanners and upload the audio from them to a website that then streams the scanner audio feed. These apps just use that website and play it on your phone. They've been doing this for years now.

The scanner app I have on this phone and my android are definitely legit and if I remember correctly I heard the actual transmission come through the actual police scanner first then the exact same one came through the scanner app so I know for a fact at least the one I use does work and what you hear on the actual scanner is the same thing you will hear on the app
