The Mayor of London's Vision Zero plan aims to eliminate all road deaths and serious injuries by 2041. This initiative focuses on creating a street environment that promotes safe speeds, responsible behaviours, effective street design, and safer vehicles to prevent fatalities on the roads.
To support Vision Zero, a Direct Vision Standard (DVS) and a safety permit are required for all heavy goods vehicles (HGVs) over 12 tonnes before they can enter and operate within Greater London. Non-compliance with this legislation will incur a Penalty Charge Notice of £550.
All HGVs over 12 tonnes will need to have a Progressive Safe System installed before 28 October 2024 in order to operate in London. The system includes;
Moving Off Information System (MOIS) - All vehicles must have a front sensor system that detects pedestrians or cyclists entering the blind spot area in front of the vehicle.
Blind Spot Information System (BSIS) - The detection range must be 2m in height, 2.2m to the side, and 9m to the back. The system must be active at all vehicle speeds between 0 km/h and 30 km/h.
Camera monitor system - Camera systems fitted on vehicles must eliminate any remaining blind spots.
Audio warnings - Audio warnings must be fitted to all vehicles, including those with left-hand drive to ensure all vehicles have the ability to warn VRU of an intended manoeuvre.
Warning signage - Warning signage requirements remain unchanged.
