I live in Pacifica and our local organization that deals with homelessness was saying something like 80% of the people who were homeless in Pacifica were Pacifica residents, as a way to justify the city spending more on homeless services. People in town thought that was an absurd statistic, and it turned out you were a local Pacifica resident if you'd resided in Pacifica for 30 days. So all these people living in old, beat up RVs on the streets of Pacifica for 30 days were deemed to be Pacifica residents. I suspect the same definition of resident applies in SF.

This is a question I’ve had for years. Some follow-up questions regarding the unhoused from outside of SF: 1) Did they have a SF residence before becoming homeless or were they already homeless at their point of origin before they arrived in SF? 2.1) If they were already homeless at their point of origin, why did they decide to come to SF? 2.2) How did they pay to travel to SF? Note: It’s been reported that the local governments of other cities have been paying for 1-way tickets to SF. We even heard a North Bay police was caught dropping off an unhoused in SF. 3) For those other cities that ship their homeless or mentally ill patients to SF, how is the SF government responding to them? Are they suing them like they did Nevada in 2013?

most did, have sf residences. this has already been discovered. they were in 'illegal' rent control situations, or maybe some high flying tech person who lost it all. all sorts of people. but mostly, mental illness and societal isolation. they dont want to be part of the machine anymore. and no, sf doesnt sue, they just provide places for them to shoot up and shit all over the streets. we treat them humane, and they disrespect this beautiful city.

This story is baloney as native San Franciscan, who lived through many of the cities historic moments in time most of the homeless were not locals or even native Californians most came from other parts of the country, many were bused in via greyhound or train, some were even given a note explaining their mental and medical issues this is not a secret, at the time when the city population was not yet about half what it is today, it wasn't an issue but it was widely known, and accepted, even had articles printed in the chronicle and the examiner's which were the two largest newspapers published in San Francisco...on this topic.

When I grew up in the City, being from the City was a normal thing. For the last three or four decades, our city has been overtaken by outsiders, mainly rich privelaged kids wanting to live an alternative lifestyle. I never thought it was a big deal, until I got a degree in a professional field. The amount of prejudice by elites who came from outside towards natives was palpable. These people look out for each other, and look down their noses at we natives. BTW, your stats about who is from "the City" is false. If you come from outside the City, having lived "previously" in the City does NOT mean you are FROM The City. All it means is that you spent time here. You still are an outsider and have no idea what our culture entails.

In Hawaii about one out of ten homeless come from the mainland. Many of them were given air fare from governmental agencies and/or NGO's from the place of their origin. Hawaii government also has a program which will ship people back to the mainland. Some of these homeless who travel from city to city have things figured out, and could be considered "professional vagrants." They have learned where to get free transportation passes, free food, free monetary assistance, free clothing, free phone cards. And these professionals travel from place to place and sponging off of the community and kind hearts of others.

Not many unhoused friends. 😂 We should build some small cities and help the unhoused friends move there and have a house to live, medical treatment…. It’s also better near the military bases where the unhoused friends can be more safe. Just my two cents.

The real problem is what to do with the homeless that refuse help and just want to be left alone and live in their own little squalor world on our sidewalks and in our parks? They are obviously mentally ill, or addicted, sometimes both. So, the million-dollar question is, how do we get these people off our streets in a safe, legal and humane way? You could have a big problem. If these people volunteered to go to SF there's probably little you can do. Under the U.S. Constitution you must treat people who moved there the same as lifelong residents. Any benefits you give to long term residents you must give to recent arrivals. The only thing you might be able to fight is if another city or state is purposely sending people maybe you could go to the Federal courts to get it stopped. But, if it's voluntary there's probably little you can do. It's similar to what cities like New York and Chicago are facing with stares like Texas bussing illegal immigrants from the border region. If they could stop it they would have already.
