You aren't going anywhere, it's just random levels. If you'd rather have some goal you're working toward, check out Shamus (I'd recommend either the Atari 8-bit original or the C64 port - other ports are a bit off). The Atari 2600 version is very interesting, from a game design perspective, because the hardware is only capable of displaying two sprites on a scanline. So, there's a severe restriction that there is never more than one robot in a row. You didn't even notice it, though, did you? The Atari 2600 game design hides this a bit by making the robots move a lot less. Since they spend so much more time not moving at all, you don't notice as much that they never vertically move enough to be on the same line. It also means that the robots never run into each other.
