Chances are, Hawke's AI won't waste one of his copters doing nothing here and will instead attack your bottom cruiser, but that one's less important than the top cruiser. You can save up for your SCOP if that's the case to help with the landing, or reduce Hawke's funds from chip damage. You can use your land infantry to bait Hawke's B-Copters into range of your missile too if that's the case.
It's a bit of a toss up whether he moves his top right air units down or not, which is the point of the lander + 2 Anti-Airs. Between those units and the cruisers, you should be able to take out, or bait away any of his air units that might interfere with the HQ capture, and also "adjust" Hawke's COP power so that he doesn't use it again during the HQ capture. Whether by destroying more units so it goes to 6 and he skips using his COP, or keeping it below 5 is up to you, but remember that each star is now 11000 funds, not 9000 since he used his COP earlier!
I had to delete my top cruiser because it would've taken 6-7 damage, and dealt 2-4 damage back, which probably wouldn't have put Hawke's COP to 5, but I didn't want to risk it since he already gained some star power from attacking my lander the turn before.
