I'm thinking about the original rules for the "Commander in Chief" from the Milton Bradley 1984 Axis & Allies, in 1987 these rules were deleted, being deemed too hard for the Axis to counter. Bahhh I say, my cousin's & I always used Commander in Chief rules and Germany had to adapt (turtle) or go bust. The hard part was getting the Axis coordinated with the Commander in Chief thing but when it worked look out. I recall having a German bomber land in Tokyo and declared Commander in Chief just in time to beat out the English declared Commander in Chief in the Pacific, Japan was able to get one last all submarine build in before the German Commander in Chief attacked the allied fleet under the English Commander, Germany attacked just before the allies and they saved the day...im not sure we ever finished that one

If Japan can get control of the China situation, they can relieve some of the Russian pressure on Germany. A Germany First strategy is always the best for the Allies but, obviously, needs to be tempered by what unexpected things are done by Italy and Japan.
