I imagine there were originally a variety of length countdown VTs of 60, 90 and 120 seconds. For example, the 60 second countdown VT would be built with 3 seconds of mute picture (called pre-vision, which isn't supposed to air, but can for safety) before the music starts hard at -60 seconds with cut to presenter at -3 seconds (1:00 on the track) on the music beat. The 3 seconds extra on the VT (and on this track) at the end is called post-vision and again isn't supposed to air. However in the real world, they mix in whenever is appropriate, having started a longer version of the countdown and the transition to the top of the hour rarely works that seamlessly.
