Ball in hand anywhere with a scratch on the break? That's new to me. Thought it was always behind the head string.

It's in the kitchen in most long-standing standardized 8-ball rules including the two main rules BCA and WPA. But in BCAPL (BCA Pool League) as well as CSI, it's ball in hand anywhere on the table. From what I can tell from a close reading of both rulebooks, it is the one significant rule difference between BCA and BCAPL. BCAPL is based on BCA but with that one rule change for league play. I don't know the reason for the change. A fun fact that I've come across several times is when a tournament director says a tournament follows "BCA rules" it can mean the original true BCA rules that have been published for about 70 years (in kitchen if scratch on break), OR if they are younger and played BCA league, they may only be familiar with the BCAPL rules (always ball in hand) and they'll call that "BCA rules", not realizing that ball in hand even when scratching on the break is a modification to actual BCA rules adopted for BCAPL. Some call that "modified BCA rules". It's the one question I always ask when I hear "It's BCA rules", and the answer can go either way. While I'm on the topic, there is another rule that can come up as "modified BCA rules" and that is "take what you make (on the break)". That rule is not part of BCA, BCAPL, WPA or any major published 8-ball rules, but it is a popular variant that many 8-ball tournaments add. It comes from "straight 8" aka "bar rules" and it makes the game slightly more challenging to run out. Fortunately, I've never heard anyone assume that rule is part of BCA. It's always declared as a special additional rule. It's confusing. But ball in hand anywhere is a more modern thing. And "take what you make" is popular now when pros play 8-ball on a regulation table in order to make running multiple racks more difficult.
