Personally, I've always thought that "fixed penalty" fines are, "in these times", an illogical and unjust system! ... what is a £5 fine, for someone who is earning £1,000 a day? ... yet for another person, who, for whatever reason, has NOTHING in their pocket, that £5 is going to be eating or not eating! SO, for this reason, a fine should be a percentage of a person's assets, so that it will "hit" all people in the same way! ... Oh, and JUST DON'T LITTER!| 🤨

The problem seems to be the law needs more clarity (he should be allowed to inform the public that they can pick up their litter to avoid a fine) but as they work for a private company, they obviously want to fine as many people as they can. Do the council pay the company to supply these officers?

Yes, a very reasonable gentleman. The point of having a system of "litter police" is to ensure that there is no litter, not to produce revenue for the Council ..... so if there is no litter, there would be no fines and there would be no income for the Council and aim achieved. Of course that would cost the tax payers because the wages would still need to be paid but that would be the cost of an ordered society.

Because he needs to feed his family he will do all sorts of menial subservient jobs, regardless of how they effect people... and im guessing he could get pretty aggressive with uneducated people if they refuse his orders. .. I would rather clean toilets than put the general public in more stress than we already have... Lets be clear about this ... AB... you are right !! The council work for US. same as the police, they work for man and woman. However there is grey area of whether the police is a corporation or if its a service to the public. Because clearly all police command units in the UK are registered company's ... that means they seek to profit ... They have duties and obligations to the corporation NOT justice for man and woman.. That's why they are pressured to fine people ... they are revenue collectors... The big wigs at these stations need to be confronted on this subject !!!

I am actually really impressed with that man. He took the time to speak to you and he was not rude at all. I hope that his employers appreciate how nice he was being. I guess people who work in that job have the stress of having to catch people transgressing the law and they are not always treated kindly. He seems like a genuinely nice guy. This was one of the most positive interactions that I have seen on this channel. He could have told you to leave him alone, but instead he took the time to explain things to you and he also LISTENED to you, which I think is crucial. I have noticed that many people ask you so many questions, but this guy took the time to interact with you. I often write letters of priase when I encounter someone doing his or her job really well. People often receive so many complaints owing to the nature of their job. I hope that this guy's employers realise what an asset this man is.

In the old days when everybody used to watch television, we used to have 'Public Information Films' telling us things like how to join a motorway or how to apply for a dog license. This would have been a good addition to the series. Our rights and responsibilities should be taught all the way through primary and secondary schools. What a top bloke he was!. Very well informed. Mat, you are correct about this bloke being right. The difference between what this guy is saying and what AB is is the same difference in a sentence between a Subject and a Direct Object. The bloke said that the law says "if you leave", and AB is saying "if you leave it". Basically, the bloke was saying that "if you leave, you have left it", but AB was saying that it is possible for you to leave without having left it because of your intentions of going back to pick it up

You might accidentally drop something without realising and walk away and leave it. So there would have to be an option to pick it up, once you were made aware, wether it was accidental or even deliberate littering. It would be impossible to prove if littering was deliberate or accidental. You should only receive a fine if you put in writing and signed that you deliberately littered and left it and then refused to pick it up.

Fair enough when it is obviously intentional littering but I have seen a cig paper or part of a tissue fall out of someones pocket unnoticed while they were pulling keys or loose change and be jumped on by these goons. That just isn't right and these people should have the opportunity to correct their mistake.

I agree with the security guard. Once it's left it's left, once you walk away, you've walked away, the infraction has already been committed. You can't cancel it out. He's fair in his interpretation of the law.

AB, perfectly explained. You seem to be missing the point of what 'leave it' means. Once you move, in the slightest, away from the dropped object you have left it. When you say you then go back to pick it up you have confirmed that you indeed have left it. Excellent and logical conversation.
