I thought this was a weird penalty so I looked into why they called it. Usually this penalty is for unintentionally shooting the puck out of play from the defensive zone, under rule 63.2.3 which says the penalty is called "On any player who shoots or bats (using his hand or his stick) the puck directly (non-deflected) out of the playing surface from his defending zone, except where there is no glass". The difference though is that in this case, while Marchand wasn't in his own zone, he *deliberately* shot the puck out of play so it's governed by rule 63.2.2 which says the penalty should be called "On any player who deliberately shoots or bats (using his hand, leg, foot, arm, or stick, etc.) the puck outside the playing area (from anywhere on the ice surface) during the play".

Rule 63 (delaying the game) does have a part of it where it says a minor penalty can be assessed to "any player who deliberately shoots or bats (using his hand or his stick) the puck outside the playing area (from anywhere on the ice surface) during the play or after a stoppage of play". Does include deliberate intent. My speculation here is that refs deemed the flip to be a deliberate attempt to gain an o-zone faceoff by Marchand. Why it's not attempted more often, I don't know, since it would be a rather decent way to get Into the o-zone during the later parts of the game. Edit: @finleyst-denis2590 beat me to it
@AlAl-b5j

If it's intentional. Its obviously not that bad. He totally couldve been trying to bank it off the high glass. (I dont believe that) It's technically illegal but nobody should make that call. @jormamies it's not attempted more because it's a clear cut penalty, Marchand and the announcers are playing naive because it cost them. Otherwise everytime a player at the end of his shift entered the zone he'd flip it out to get fresh legs and a o-zone face off

Newsflash Mr commentator. It's always been a rule. Now that doing it from your own zone is an automatic, people (and a few refs) have forgotten that intentionally doing it from anywhere else is a penalty. And I've never seen it done so blatantly obvious.

If he wanted to get the puck deep and go for a line change, he would have dumped it in from the red line and gone to the bench instead of skating all the way to the offensive zone thinking he could get away with a purposeful heave-ho over the glass.

I thought that if you shot the puck over the glass in your end, its a penalty. If you do so outside of your blue line it's not a penalty. Am I wrong?
@aralornwolf3140

Rule 63.2.2 Governs delay of game by putting the puck, by any means, in an area it can't be played. Most times, the refs give the players the benefit of the doubt and not call a penalty (the wording is "deliberately"). Passing the puck a bit too high and ending in the bench, in the refs PoV is an accident. When you're in your opponents defensive zone just beyond the blue line, and shoot the puck way above the glass and into the netting with no one else in the area... it's a deliberate attempt to stop the play... there was zero need for such an action. This penalty exists to prevent players from deliberately shooting the puck over the glass to force an offensive zone face-off and a line change.

If a defending player shoots the puck over the glass from his defensive zone it's a penalty. Intentionally or unintentionally it's a delay of game. If any player including goalies Intentionally put the puck out of the playing area it's a delay of game. The thing here is they have to know that it was intentional and that the puck didn't go on edge and just sail on Marchand.
