Basically, you're saying that the plow guy's frustration is the fault of the law-abiding homeowners for not keeping their neighbours in line - whether or not that's even possible - and therefore he is perfectly justified in stealing a night's sleep from them while the dipsticks who parked illegally probably snore right through the whole thing - because, in my experience, inconsiderate people tend to sleep quite soundly in their carefree, oblivious stupor. In my area, once a Snow Ban is announced, Police will go and wait in specific locations. When the ban goes in effect, the police begins patrolling and if vehicles are still on the Snow Routes, they begin blasting their sirens and speaking on the megaphone. If no one comes out after a certain amount of time, a nearby tow trucks come up and moves the car to a tow lot... in a different city... Also should note, the snow ban usually begins an hour or two before the expected snow start. Edit: Forgot to mention that there is also blue flashing lights. Those lights are located throughout the city on utility poles. Once those blue lights are activated, it signals to the citizens that a Snow Ban has been announced and will shut off once the Snow Ban has ended.

I wish they would have a Snow Ban here where I live in Canada. Sometimes it’s just a bit too much to deal with. Just ban it I say! Although I can’t really complain this year as it has been pretty light. But, February is coming up fast and that could change over the course of a weekend. I’ve had times where I had to pay my neighbour with his big tractor twice in two days because there is so much snow, and I have a 500 foot driveway. He charges $50 a pop now! I wonder if putting up a No Snow Zone sign will work until I can convince the local authorities to just ban it entirely... Worth a try.

Yes, they will “address the obnoxious horn blowing,” they will just be ticketed or towed in the future. This way you can sleep in Karen, and wake up to your car gone in the morning. You’ll be able to pick it up AFTER you pay the ticket.

Problem is that they can't be towed until after the street is cleared. So even if they are ticketed and towed, the road won't be cleared properly.

There are neighborhoods in my town where you are not allowed to park on the street at all and areas where people do park on the street if they leave their cars in the way the snow plow drivers bury them. I live on a dinky side street and don’t get any snow removal at all.

Unnecessary obnoxious horn blowing? How about unauthorized parking? I'm thinking that the driver had enough of everyone parking on the street during snowfall, despite time and again reporting it to his supervisors. People are often unconscious of their inconsiderate actions and then are bothered when the results of their actions come back to them. This is the age of quarrel, land of the lawyer and home of the insurance agent... And the people sing, "Sign, sign, everywhere a sign. Don't do this don't do that, can't you read the sign?"

Where I live, they blow the horn until the driver comes out and moves the car. If the driver doesn't show up in a few minutes, they bury the car in snow. And if it freezes, you're car is stuck until the next thaw, with a ticket on the windshield, for each day your car is parked on the road. My City tries to "scare" people by threatening to tow. In 29 years, I've never seen it done.

Growing up in Minnesota the town made very clear if you park on the street, the snow plows are NOT responsible if they hit a vehicle parked on the street. We had to make sure the driveway was cleared so my dad could get in to the garage. After moving to Va and working as a VDOT plow driver later nothing was more irritating than vehicles parked in the street instead of the driveway. They couldn't understand why we either buried the vehicle with snow plowing the street off or couldn't plow their street because of the vehicles sitting in the road and NOT in their driveway.
