You can see in my last video, I had cleat problems as well. There was only a nut holding the cleat to the deck rather than a plate and a nut. I now use 4 cleats to keep my little boat on the mooring. It's good nothing worse happened to you with that broken cleat. Wow! Thankfully I never had one break like yours. You might want to use butyl tape or thickened epoxy in the holes you made for the cleats. If water gets into the core of your deck, the deck will delaminate and become soft.

Btw in Russia sailors make those cleats out of metal tubes using welder, of your are on a budget-maybe finding a fellow welding guy would be a nice option

Haha, I could totally see that happening! The ones that I bought were not too expensive. Galvanized steel for $15 each. The Stainless, those are EXPENSIVE, about $100-120!!
