I believe you should have some kind of material between the sill and the cement floor. It prevents air flow under the wall and moisture wicking into your walls from the cement!

Make note of where the water is pooling, as when you have a water leak, that is where the water will go. A properly constructed slab would have a single drain with a very gentle slope towards the drain which will take the water out to a weeping tile, or tied to a sewer drain. The use something like dricore or similar to put on the slab, level it, and if, god forbid, you ever have a leak or a spill, it will flow underneath the dricore, directly to the outside. Will be fun watching you build this.
