Consistent lean gains would be a lean bulk, which is a less aggressive bulk.

But you do not need a caloric surplus for building muscle, eat at maintenance and you will not gain additional fat.

How do you expect someone to gain weight if they’re eating at maintenance? You will recomp, but someone who is skinny must bulk in order to gain muscle. The only time you should eat at maintanence to gain muscle is if you’re around 15% body fat or higher
