The relevant principle to learn here is, if you take your dog to a dog park you should be engaged and in control of your dog. If s/he is upsetting other dogs you should firmly tell him/her NO and regain control of him/her.
(Description of this video) My dogs were relaxing and playing at the dog park and then a young Bull Terrier/PitBull mix decided to relentlessly press my dog Winston's buttons. I told Winston to relax and come to me and the Bull Terrier's owners just stood there and watched. Because of this, the Bull Terrier kept snapping, barking and pursuing Winston, and every time I tried to get Winston to come to me, he would turn to me and the Bull Terrier would and snap at him, and thus, Winston was vulnerable to a sneak attack by the Bull Terrier, so he override my commands.
Dogs can outmaneuver humans very easily, and therefore, it is almost impossible to physically catch them, and control them, when they are off leash (but electric collars can work). You must vocally train your dog to obey you.
Dog parks may be dangerous, even for smart owners with well trained dogs, because you cannot control everyone else's dogs.
If I control my dog during a volatile situation and get him to look at me, stand down and come to me, but the other owners don't control their dog, then I may open up my dog to danger -- as seen in this video.
My dog can take care of himself when an aggressive dog hassles him, but I always make it clear to him that I am watching and in control, and there are certain lines he should never cross.
Instead of standing silently, like the Bull Terriers owners did during this incident, I intervened by scolding Winston and demanding he come to me. Success was difficult because the other dog's owners did not assist me.
