If you're a bullet journal beginner, collections are a great way to organize your notes, trackers, lists, and brainstorms. The way I organize my collections is by leaving the last 25% of the bullet journal open to collections, and add as needed.
The first collection I start with in a new bullet journal is the notes collection. If I start taking "too many" notes on a topic or issue, then I create a collection for it and index the page I started on.
If you have the Bullet Journal Method book, the chapter on Collections starts on page 84. If you have the book it's worth re-reading to get Ryder's take on how collections should be used.
Last thing, don't let a half-full collection make you feel bad about your progress. Just start again with a new one!
