In Australia we send iron ore to China and import back the steel because apparently it's cheaper than building the steel mill next to the mine, sounds a bit suss. I think the shipping industry exists mostly because it's the only cheap way to get rid of this toxic sludge.

No, it’s not some conspiracy. It really is cheaper, due to a lack of labor protections. This makes it easier to exploit workers through low pay and unsafe working conditions, which companies wouldn’t be able to get away with back home. All of this means more profit for the company with the only trade off being that people get hurt in the process. So to the company, there is no downside at all, since they don’t care about workers or the environment. Only profit.

Do those scrubbers also stop wide-scale bilge dumping and oil spills?🤔 Stop gagging on the corporate propaganda from people who make more money in a day (by ruining the only planet you live on) than you will in your entire life. Okay, what's worse, bunker oil or coal? The SS Badger ferry has used coal create steam for motive power, since it was built in 1952. It's currently being converted to oil, most likely bunker oil.
