The Tutsi-led Burundian army on Thursday (25/7) installed former
president Pierre Buyoya as head of state, ousting Hutu president
Sylvestre Ntibantunganya, the Defence Ministry said. Burundi's borders and airports reportedly have been closed until further notice and the national assembly, political parties and all political associations have been suspended until further notice. Burundian Defense Minister Firmin Sinzoyiheba issued a statement announcing the ouster. "In view of the socio-political disorder in which the country has been plunged, the inability of the country's institutions to deal with this catastrophic situation, the de facto resignation of the president of the republic, the fact that unspeakable acts of genocide and killings almost everywhere in the country have become commonplace, the inability of political parties to deal with the crisis in a coherent manner, and the proven inefficiency of the government convention. Convinced that such a situation is likely to plunge the country into chaos, and even to wipe it out as a nation, The armed forces, guarantors of the national integrity and in charge of the security of all Burundian citizens, have adopted these measures as of Thursday:
1 -- The National Assembly, political parties and all organizations of a political nature are suspended until further notice.
2 -- After consulting with a group of patriotic civilians of integrity, a consensus has emerged for Pierre Buyoya, former president of the republic, to head a government of transition. President Buyoya has shown his faith in Burundi's unity and its democratic values. His responsibilities will include the organizing of a real national debate that should lead to a relaunching of the democratic process and real peace between Burundians.
3 -- Strikes and demonstrations are banned until further notice.
4 -- The country's borders as well as Bujumbura airport are closed.
5 -- A curfew is imposed throughout the entire country from 7:00 pm until 5:30 am
"The armed forces warn any person against trying to violate these measures, while reassuring the entire population, political leaders and government employees, that no repressive measures will be taken against them. Threats of upheaval, especially from the urban population, can no longer be tolerated and will be severely punished."
