Here's something you probably didn't know. The programmer of this game had to play the NES game long enough to beat it in order to observe what needed to be put in the game. There was no longplay NES video available and no code or assets available. The coder had the NES and the cart and told to make a port.

@Rooflesoft Games What I didn't say is that I was a developer at the company where this game was made so I assure you that what I said was true. I wasn't the main programmer but consulted. However I was one of two main programmers on TMNT and I can tell you that the dam level made me very sad but I persevered and beat the game many times on NES just to get inside it. I also did all of the map layout but the tiles were lovingly hand drawn by an artist who used VHS recordings I made of my longplays.

What I used to go through to play games, using the space bar to jump! I perfected that playing Contra for C64. You had to put your joystick right next to the keyboard so you could push space while holding the joystick down & pushing the action button at the same time. I would have killed for a 2 button controller with a pause button at the time, like the NES had.

Sorry to quote Wikipedia, but "For a substantial period (1983-1986), the C64 had between 30% and 40% share of the US market and two million units sold per year, outselling IBM PC compatibles, Apple computers, and the Atari 8-bit family of computers." I loved mine, again I think a packin of two major games and an epyx fastloader would have saved the system here. When I was a kid, by 1988 it was impossible to find software for the c64. We did goto a major city back in 89 and at a Babbages I was shocked to find a election of about 60 c64 titles. I remeber grabbing about 6 games including outrun, and that was about the last time I saw software for it.

Back in the days I didn't know it existed for the C=64, I played it on the NES. I must say that in this porting the scrolling is smoother than the NES and without flickering by overlaid sprites. Also the sprites are quite identical (except Simon Belmont which looks crooked on the NES, while on the C=64 his walk looks like a sort of slide). Anyhow, the similarity is because the NES and the C=64 were based on the same CPU. More exactly the Commodore 64 uses a 6510 processor, Nintendo's original console, the Nintendo Entertainment System, use a 6502 processor, which is exactly the older Vic-20 CPU. Also C=64 sounds better ;] Konami could have wisely assigned the jump to Joy-UP since you mostly do not need to climb stairs UP, but in diagonal directions.

This c64 port has been made by Unlimited Software, independently from Konami. They didn't use any code source or any help from konami. That's why home computer's port of arcade or console games are pretty bad. They are also made in short time. Here, the similarity of cpus has no consequences.
