Here at Pro-Rebuild, we test the now obsolete HVAC or AC Programmer for many mid 90's GM Vehicles. These fail in many ways, including the blend door motor/actuator, vacuum switching relays, and blower output. We test all of those functions, replace all common failing components, fully clean these units inside and out to guarantee that every one of these works 100%.
These are located on the passenger side of the dash, behind your glove box. Common issues related to a bad or failed programmer would include no fan or blower, no ability to switch where the air comes from, and no ability to change temperature regardless of what the dash says.
Before you condemn your programmer, Check to make sure you have engine vacuum to the black of the vacuum harness leading to the programmer. If you do, remove the connection at the programmer and check the condition of the nipples inside the connector. You can also visually see the arm move as you adjust temperature. If that arm does not move, chances are the motor, gears or power circuit has failed inside the programmer. We replace and repair all faulty components in that system to ensure smoother operation.
There are three different part numbers for the 1994-1995 Deville and Eldorado, you absolutely have to match those part numbers. 16192526, 16192686, 16180786.
