39 CFR § 39 232.1(i) [2003]: Conduct on postal property. “(i) Photographs for news, advertising, or commercial purposes. Except as prohibited by official signs or the directions of security force personnel or other authorized personnel, or a Federal court order or rule, photographs for news purposes may be taken in entrances, lobbies, foyers, corridors, or auditoriums when used for public meetings. CFR 232.1 (p)(2) says “Nothing contained in these rules and regulations shall be construed to abrogate any other Federal laws or regulations” So the rules can’t violate RIGHTS

Says personal cameras may be allowed from public areas. No prior permission required.
Quick Tips says submit a Request that requires setup like tripod, ladder, lighting etc
Submit a request to film professional grade camera, or nonpublic areas
Clearly seems to distinguish an individual in public areas with personal camera is fine….equipment or restricted areas requires approval.
