Otherwise you're just dumping HVAP rounds into a device that doesn't care if it has a few holes in it. Provided you don't hit something vital.

I always thought "chemrail" (I never had a clever name idea like that though) would be an interesting "transitional" or "hybrid" energy weapon concept when I was googling and doodling in high school. You could have a weapon that works without electronics or power like a regular gun, but with a power hookup to say a vehicle or even power armor, it would become a railgun. Railguns need an initial propulsion source anyways (whether that be pneumatic, solenoid, or in this case chemical propellant) or else you're just welding the projectile to the barrel.

ChemRail is really a good idea too, it possibly reduces the power for the rails since the powder would get the bullet its initial get up and go. And of course it would allow it to be gas operated simplifying cycling of the gun to use reliable well proven designs for cycling a gun. Also means if the battery ever goes out you still do have a gun. not as much energy but some gun is better than no gun.
@kamikaze00007

I thought the "Chem" in the Chemrail meant that the ammunition contained some sort of chemical content that introduces a more destructive reaction to the bullet once it impacts the target. Kind of like exploding bullets. Also, the cyberpunk dystopia label is correct. Just like in Elysium, it's implied in Cyberpunk lore that the actual best and good stuff like medical care in the world can be found no longer on Earth, but up there in outer space and in the Moon. Just like in Elysium. Because the rich can only feel "rich" when their money can purchase them something with "exclusivity". Most folks don't seem to notice this, but there's a reason why majority of characters are pretty much "self-medicating" even gunshot and sword wounds in CP2077, as well as why these medications have become so easily available on over-the-counter stores without need for prescription. The rich instead have the Trauma Team on Earth.

I've made my own Chemrail, it obviously not AS powerful though, also mine only does a single shot at a time. It's a basic railgun with a 7000v and 47.000μf capacitor bank, the rails are made of titanium with a thin coating of silver(for conductivity). Instead of triggering it with an IGBT or an SCR i just have the power already ON when I fire a custom machined square projectile made of tungsten(also silver coated) from a scratch-built "gun" that is powered by a few modified(So I can fire them electrically) "blanks" that were meant to be used in a Ramset nail gun. The highest velocity I've measured from it so far is around 1500m/s, so around 5000 feet per second. The efficiency is TERRIBLE, the capacitor bank when fully charged holds just over 1,151,000 joules while a 50 BMG round hits with an energy of 14,000-20,000 joules. Considering that my railgun only shoots a projectile with like, ~65% more speed at about the same weight as a 50 BMG bullet, there is obviously A LOT of wasted energy.

I wonder how that works machinist-wise tho. Gunpowder means pressure which means you need a solid barrel. Which is probably metal. But the metal barrel would interfere with the magnetic accelerator's fields. (Even non-magnetic metals can interfere with such delicate fields)
