This here is most likely safe. Not only was it done at a slightly higher temp than the jerky itself was when dehydrating. On top of that, its completely dry. That spice is likely moderately salty from the stuff put in. So that should be inhospitable to really any thing. As for why the temp matters, Just because it isn't above boiling, doesn't mean its not potentially hot enough to destroy bacteria. If you cant keep something at a high temp, keeping it at a slightly lower temperature for longer will achieve the same goal of making it safe to consume. This obviously depends on the thing, the temp at hand, and what kind of bad thing could come with it. I would recon with everything I've just said this is very very likely to be safe. I'm not a food expert by any means so I could have missed some details.
