The problem with this highway is that’s it’s a very expensive road anywhere in Europe and the economic output could be better put some where else such as the more advance countries of Europe. The road only cuts a trip in half 4 hours to 2 hours.

@@chandra6063 the EU is not a bank, it's a union of millions of people. Some member states have been refused a loan because not trustworthy enough to pay it back. Europe has suffered a lot under the economic crisis of 2008 and now the corona virus which results will be suffered for at least 2 decades. Tell me, why they should help some foreign country at this time. Why would they risk the wellbeing of it's own population for some foreign nation, considering there are already some EU nations who are fairly poor amd would need the money as well?

Montenegro is honestly a hidden gem. Visited this year while road tripping Eastern Europe and we were astounded by the high quality accommodations with amazing ocean views for extremely cheap prices. I'm talking around 100 Euros for a 4 bedroom apartment. Anyways my family plans to invest in Montenegro's tourism sector before it gets eaten up. I absolutely love Montenegro

The world both political & physical, is changing and the change is positive. The colonial era is behind us and wars might become history. The west will have to change its attitude towards China. Italy has joined B&RI and Germany is also thinking on these lines. If you want to make a comment that some resources are going to get excavated on banks of the two rivers, you have to first learn about if there are any. And as for building lets say a dam, for morača river it was in the plans for at least 40 years long before Chinese became powerhouse that it is now, and as for Tara river, we stopped that possibility years ago, and our even neighbors in Bosnia had to honor that, not building dam that would submerge parts of Tara river.

As an American I give credit to China for making making such a wise long-term economic decision. This kind of slanted beneficial infrastructure investment is exactly what America should be doing. The Panama canal was a perfect example but should have been followed up with continued investments to move resources rapidly between North and South America. South America is a vastly under utilized resource pool that could benefit everyone in North and South America with increased resource sharing and leadership focused on quality of life improvement.

Yes, and no. It is in OK shape, has been upgraded constantly, but what they didn't show you is Platije kanyon. It is most deadly road in our country, with over 1000 people died since its inauguration some 65 years ago. One of the problems is that drivers coming from Serbia are just too tired after 7-8 hours driving, so death toll is too high.

Before you guys start spreading Sinophobia understand that China is giving a 5 year grace period AFTER completed construction AND the repayment is over 20 years at a fixed 2% interest. Now go to the bank and ask for 100 dollars and tell me what your interest rate is and if you even have a grace period. They need the loan, they got a loan. What's the problem???

Except several neighbor countries like India , Viet ,Japan who have history problems with China(In fact the investion in their countries is huge ,too . And I won't debate who is right in history here ) , who else country will reject investion in their country(as long as the investion is sensible ) ? Our goal is obvious , to sell more goods , you need to help your customers more wealthy , is this logic hard to understand for Western medias ? No , they Definitely knew this , but they won't give up the privilege back to locals for free , It's hard for them to admit that other colourful races could do as well as they did . But things will change as time flies , they will finally have to relearn how to respect others and work hard to compete with others instead of complain

Did anybody listen to the deal if they default, China can take their territory? I don't see how any risk is worth surrendering your sovereignty.

The interest is 2%. If you default on a loan like that then you deserve to lose territory. Also they could just give over some of their least valuable land or land that is being held by their rivals too... If the Chinese are there then other powerful countries are much less likely to start bombing them for their resources too. In a place like Montenegro there are many hungry powers that are happy to swallow them up. Either the EU, Serbia, Russia or USA. China seems to be the most helpful of the great powers here

1. What is the % rate of this loan? A good journalist would mention that. 2. World Bank is a competition to Chinese Banks. It's obvious that they don't like it. Probably have worst credit offers to Montenegro.

KZitem is recommending this video to me again. The reporter is trying to make the official and the MP say 'this project is not feasible we're already screwed'. But they did not fall into the trap. The US Dollar has an average inflation rate of 2.17%. So a nominal 2% interest rate on the loan gives you -0.17% real interest rate! I want that deal too lol

The real issue here is not about "China", or a "poor European country", it's about China requiring a Chinese SOE to do 70% of the work. Which is representative of all of BRI. Investments by Chinese state-owned enterprises, many times in failing projects, with onerous provisions for the host countries.

You can't loan them money, and let them do all the work. They have no experience, would take 3 or 4 times as long, so only get 1/3 of road built. That would be a stupid loan. Only a stupid person would think about doing that, me thinks.

A connection can easily bring economic stimulation. And who wouldn't want to take a high speed train to another country? -Malaysia

Well, i\ll come back to youtube in about 10 years, when that bridge is starting to fall together on its own, like most Chinese-build infrastructure does... Their cheap concrete (can't be called concrete in EU by law, because it's not, it has none of the features of concrete, like long sustain and such) breaks so fast.. Especially in a dynamic clima. Maybe that's why it HAS to be a Chinese contractor.. So it can be done cheap. Where as the European contractor couldn't use the cheap concrete, because he would be jailed when it breaks, because it's illegal to use.

In general Chinese can do a job that range from horrible crap to very very good quality, and it concerns everything made in China or by Chinese. It's how you carefully choose or monitor what is done that makes the difference. So who knows? It could be very well build, or rapidly degrade. (I know there's been problems like this in Belgium, infrastructures build by Chinese companies that offer the best price, but they have to be redone.) I hope also that maintenance over the years has been thought of and budgeted. That goes with any infrastructures projects, it should be evidence but it's not always the case.

This road is all part of the Best & Road project. The ultimate aim is to tie all the countries of EuroAsia into a trade network that they will all benefit from. This road ties Montenegro to Serbia then Romania and Ukraine. Imagine all the trade and opportunities that opens up. Then if by not paying, China is forced to take the port over from Montenegro, (which they already planned in case of default) then the country will get a world class port all without paying for anything. It is called win/win.

If Montenegro cannot pay, China will take part of the country's territory? How? By military force, or to do so under the law of Montenegro? If the latter, what is the problem? The land will always belong to that country. Chinese presence will also improve the country's economy because it is in the interest of China that this is happen.

If it cannot pay it will take a countries port or something in their interest for number of years, like 50 years. It is not a big deal. Montenegro was bombed in 1999 from NATO and it really needed help but all they got was corrupt, crazy politician, dictator nobody talks about. It is such a beautiful country. I wish them well.

There is a well-known slogan in China "要想富、先修路" which means if you want to be rich, you should build roads to connec the outside first. Many Chinese small towns and villages were connected during the past 40 years since China started economic reforming in 1978, and the result is China's poverty rate decreased to 1.7%.

When you open your country , you can buy cheap foreign goods, but also your country's companies will be weak when they face those international countries. My advice is to learn what China did in the GFW, which allows Chinese internet compines become large now.

It is very interesting the way Vatroslav is looking at it all. I actually really understand where he's coming from, and... it actually makes a lot of sense. Yes, the terms and conditions are not acceptable in the grand scheme of things considering just how vast China's terms are. To cede control of lands and that level of such? That's too far. But otherwise... it makes sense and realistically, I'd then fully agree with their ambitious and optimistic outlooks, and likely fully support their initiatives and agreements with China. But what Vatroslav is saying here, it all is true and does make sense. The question really is, where do you draw your boundaries, your lines. At what points do you concede and make compromises? Do you really just sit there and do absolutely nothing saying "Well, we'll do what is needed to help our economy and country at some point, but not right now, as usual." It's a predicament that would otherwise put them into an impossible position - a catch 22 that they could not escape from. So I see why they decided to go through with it despite the massive risks they're taking in order to do it.

Maybe Montenegro could have negotiated a BOT (Build, Operate, Transfer) contract with the Chinese company so that the Chinese would build the highway, collect the tolls for x number of years, and then transfer all rights to the Montenegro government. This way, there is little financial risk for Montenegro.

China is doing this in Africa. They are providing construction loans to subprime countries with land as collateral. The more countries that take this risk, the more likely china will use economic influence to make them default.

Vice should focus on how a highway can save time for an elder people need medical care in case of emergency, Vice should focus on a highway can save the farmer time so that they can sell their furit freshly and make more money, so farmer don’t have to abandon their farm go find a job in cities, Vice should focus on how a young people can easily go out side from rural area get better education and feed back their hometown. Vice should focus how many jobs can be created along the highway if more and more cars and people use the highway, such as gas station, eatery, grocery store, even a hotel.

What I don't understand is, why is the IMF representatives like Christine Lagarde, attending all these BRI meetings? If the IMF don't like this BRI, they should be back in Washington DC scheming on which 3rd country to screw over. Anyway, it's April 2019 which means this highway should be ready. I hope the future will be brighter for this country.

3 years later the highway is way behind schedule and a only a part in the middle has been constructed so far; and it's costing way more than anticipated, and Montenegro is running out of money. They're trying to get help from the EU right now to pay the bill with CHina; however, China has authority to accept this way of payment or not. If they refuse, China could deny Montenegro any possibility of getting help from the EU on this (which may or may not come anyway) and totally legally seize the port of Bar as the first Chinese territory in Europe. One reason for Montenegro suddenly struggling so much to pay is... the Pandemic. Montenegro was a country which GDP was heavily reliant on tourism, which has pretty much come to a halt. Suddenly, the "risky but still safe compared to our total GDP" investment wasn't safe at all, but it was too late to do anything about it. Ironic that this same covid crisis started in China, which at this rate is going to get all the benefits in this case heh?
