CONSENT AGENDA: All items with an asterisk (*) are considered to be routine and will be enacted by one motion. There will be no separate discussion of these items unless a Council member or a citizen so requests, in which event, the item will be removed from the Consent Agenda and considered in its normal sequence on the Agenda.
*1. Continuation of Public Hearing regarding the Tax Increment Finance District proposal for the Continental Mill property.
*2. Orders, Authorizing Execution of Municipal Quitclaim Deeds for Real Estate located at 160 Scribner Boulevard and 22 Shank Street.
REGULAR BUSINESS:
3. Public Hearing on a new application for a liquor license for El Pochos Mexican Grill LLC, 97 Lisbon Street.
4. Public Hearing on a new application for a Special Amusement Permit for Live Entertainment for the 20M Social Club, 195 Lincoln Street.
5. Public Hearing on a renewal application for a Special Amusement Permit for Live Entertainment for Little Joe’s Bar & Grill, 740 Sabattus Street.
6. Public Hearing and Final Passage regarding an amendment to the City Code of Ordinances, Chapter 54 “Parks & Recreation” to change the name of Randall Roads Softball Complex, located at 381 Randall Road, to Ron Morin Memorial Fields.
7. Public Hearing and Adoption of Order, Approving the Establishment of the Gendron Active Living Estate Tax Increment Financing District, Development Program, and Credit Enhancement Agreement.
8. Amendments to the Athletic Field Use Policy.
9. Approval of Option Agreement- Amendment 3 between the City and Lewiston-Auburn Area Housing Development Corporation for the former Martel School site located at 860 Lisbon Street.
10. Order, Authorizing the Acting City Administrator to issue a request for proposals for the operation of a warming center.
11. Order, Amending the American Rescue Plan Act (ARPA) Grant Program guidelines to use program funding to support a non-profit agency to operate a warming center this winter.
12. Order, Authorizing the transfer of the remaining American Rescue Plan Act (ARPA) Funds to the Redundant Water Transmission Main project.
13. Order, Authorizing the transfer of funds within the FY23 Distribution System Upgrades from Bates St to Blake St for water main replacement projects in the amount of $700,000.
14. Resolve, Accepting and Appropriating $60,000 from the State of Maine Office of Tourism.
15. Resolve, Authorizing the City to accept and appropriate the grant funding for the Fiscal Year 2022 Community Project Funding Grant for Bates Mill 5 environmental issues in the amount of $1,000,000.
16. Appointment to the Lake Auburn Watershed Protection Commission.
17. Informational update regarding the locations and status of the installation of public restrooms in various areas around the City.
18. Reports and Updates.
19. Any other City Business Councilors or others may have relating to Lewiston City Government.
20. Executive Session to discuss labor union negotiations regarding the Lewiston Public Works Unit, Local 1458.
21. Executive Session pursuant to MRSA Title 1, section 405 (6) (c) to discuss an Economic Development issue of which the premature disclosure of the information would prejudice the competitive bargaining position of the City.
