It is. Garak, like all Cardassians, consider the humans soft and weak when it comes to diplomacy. They are unwilling to use the more heavy-handed tools in the diplomatic arsenal because they don't want to be seen as bad or unfair. In the eyes of Garak, this is a weakness. Like fighting with one arm tied behind your back because someone could consider you unfair if you fought your enemy with both hands because he only has one. Not using all resources to crush your enemy, whether in battle or on the diplomatic front, is something Cardassians consider wasteful and simply dumb. Yes, Cardassians generally think humans are dumb for not using their potential. Garak is genuinely surprised, and despite being the target of this use of blackmail, quite happily surprised that Sisko is not dumb. Because if he's to climb into the lion's den along with someone, it better not be a dumb person.

Garak isn't speaking to Sisko when he says those lines about being "on your own." Nor is he talking to Odo. It is Federation mercy that has allowed Garak to remain on the station in the first place. And Sisko hasn't been prejudiced against him. Elim is fond of his Federation friends. Elim would jump in and save them at the first hint of trouble; just like it was Elim that let those Bajorans go oh so many years ago that got him exiled in the first place. Garak is speaking to Elim. Garak is trying to suppress Elim's desire to show gratitude. So, in a way, Garak is actually not telling the truth. He's lying to himself. Think about it. There is the first hint of trouble when the Cardassian ship stops the 'Koberians.' Does Garak high-tail it to an escape pod to save himself? No, he doesn't. Elim comes to their rescue with a passcode that he's been saving for a rainy day. He can't have very many of those that he can use. Garak was probably very upset with Elim for using it.

Because Garak learned that humans are soft targets in diplomacy. They want to be seen as the "good guys", and he is used to use that. And he considers is a weakness, a fatal flaw. When Sisko bluntly told him that he's going to play hardball, this is of course impressive to Garak. It's like slapping a Klingon who insulted you, who knows fully well that he will attack you, and that this will hurt, but it still means he will respect you for not taking an insult standing.
@PyrokineticFire1

I think "almost impressed" is correct. extortion is a blunt, direct means of getting what you want. all sorts of people can extort, there's little skill required. to his credit, Sisko wasn't crudely making threats, but rather, speaking with subtext - Garak's native language. i think there's also some appreciation there for Sisko's honest admittance and apparent guiltlessness. perhaps that's why Garak felt compelled to warn Sisko of how little he could expect from him, although low expectations are a good place to start.

"I believe that's the first honest thing you've said" - the beautiful thing about this is it *wasn't*. At the first sign of being captured, when they got into trouble, Garak sprang into action in a way that could have got him killed or tortured- he lied to Cardassian military forces and used his old codes to save Sisko's life, and the lives of the rest (he also saved a life later in the episode, if memory serves, in a somewhat risky way). Admittedly, it's not like he had a great many options, but even still.... Garak never tells the truth, the full truth, even when it's self-serving.

It's an interesting conundrum. Garak lies to protect himself; to remain unpredictable so his true intentions are never on display. Yet such a methodical approach is obviously flawed, as always lying is itself predictable. Having this contradiction play out through such brilliant acting & writing makes for stimulating viewing.

I love how I detect this undertone that he's going to do it, he secretly _wants_ to help her if not because he likes her as well but because of the raise in standing it will give him among her friends, but he's also Cardssian so he wants you to _make_ him go! Make him *want* to go, incentivize him with words or show of power. He kinda almost smiles himself when Sisko brazenly says, "Yes, it is," something a Cardssian wouldn't admit (unless it was further part of the scheme), and a reminder he's still dealing with a human, lol

I wonder; what if Sisco had "level ten H.R. skills", would he have then told Garak that, for some reason, he changed his mind, and Garak didn't have to come? Would Garak have shown up at the airlock all packed at the last minute, with a good excuse for why he "had no choice" but to join them? BTW, "Incentivize" is not a real word. 🚫

"I know your backstory, Garak; no way was a mere Cardassian Civilian posted on a *military* station; you were a political officer of their state- you know their command codes and methods of coping with problems, and you know how to relate to them." would basically be Ben Sisko's reply in this given situation, seeing as he's basically talking to a disgraced Commissar of the Cardassian Union.

Garak always lies, even when he tells Cisco he won't risk his life for them it turns out to be a lie. Added to that, i think Garak didn't need the extortion to join but he did like the fact it made it look like he would join against his will. Visiting Cardassia and being able to scheme like the old days probably was enough of a reward for him to join them anyway. It all fits his character perfectly. I'd almost think Cisco extorted him as he knew Garak couldn't be seen volunteering for the job, therefor giving him an excuse to join. Its all 3d chess 🤣
