I have finally solved the issue of the governor in this motor. I substituted everything from a later Victrola motor. Plus I had to source an additional bearing cap from yet another Victrola motor. After all that it is finally functional, the motor is running. As you may recall from the other video, somebody had put the wrong bearing cap on that early governor shaft it was too large and was causing the shaft to slap around. The early motors with a straight cut gears, had a smaller diameter ball bearing in the governor shaft assembly you cannot enter change parts between the early and the late governor assembly without changing. Absolutely everything.
