Interesting solution. I just ordered three 3/8 24 Ham Sticks, and I already have an NMO lip mount. I considered adapter options but decided to purchase a 3/8 24 lip mount instead. I can use that NMO lip mount for something else, like my VHF/UHF tri-band or an NMO CB antenna.

I did this to a CB fender mount on my Dodge Ram that I bought from Right Channel Radios several years ago. I use a NMO Comet SBB7. It has worked well. KE0LJG

I've tried to standardize on 3/8 24 for my mobile antennas, but it's getting difficult as it seems like NMO is more in-line with the industry direction. The TRAM adapter should ease my transition. I'm curious if you've found a NMO magnetic mount (preferably a tri-mag that won't come off if I'm driving 75 MPH down the highway across country with an 8 foot HF antenna on the vehicle) that doesn't include the coax. I prefer to use Messi & Paoloni coax but it would be nice not to pay for their coax that I'm going to discard anyway. Thanks.

if you were so worried about the washer moving around... why not use the insert you purchased?

I think the problem with that is that it would interfere with how the NMO mount needs to grab (and conduct) the metal bracket.

Could you not just drill out the mount?

You could definitely do that, depending on the mount. You could drill out to 3/4" to fit the full-size NMO mount if desired, assuming you have enough metal to do that on the mount.
