Most likely the cooler, could also be a faulty sensor, check the tubes and or radiator, if one tube is cold and another hot its the aio since that proves that the radiator isnt pushing the water all the way trough the whole loop. it could also be the cpu but since cpus are often the last failing thing in ur pc its likely not that. It could also be a bad cooler combo, lets say it a 3950x with a aio that has a tiny radiator and only one fan and the case is crap the cpu could hit 100c without a doubt

the thermal paste might be broken. i suggest you inject it slowly onto the cpu and use the plastic spatula to spread the thermal paste with a thickness of about 1mm and strictly 1mm. this will improve the overall thermal conductivity of the psu and ram and improve the speed of the case. therefore the temperatures will drop down by 3⁰C. if it is still overheating, set all fans to exhaust. this is to suck out all the heat from the case and cpu which will indeed improve the performance of the case. but if it isn't that, it might be your hd audio cable. sometimes the hd audio cable can be overclocked and will increase the temperatures by 30⁰C. to fix it, go into bios and set the frequency to exactly 4.4ghz. this will lower the temps by 15⁰C, and then you should flip the cmos battery to prevent anymore damage and lower the temps by another 15⁰C. hope this helps. 😊
