I have seen couple pretty large ones flying just meters away from me, an eagle owl (few times) and great grey owl (once). No sound whatsoever from either species. Pretty cool animals.

It's actually because of their pummels. Their feathers are lined with pummels that absorb sound. It helps that they are slow and careful flyers. If they were frantically beating their wings as fast as they could, they'd definitely make noise

@@AlivePineapple pummels are these soft little fringes that make the edges of an owls feather look fuzzy and soft. They are there to smooth the air and soften it, Which reduces sound during flight. Owls have to carefully preen these pummels to maintain silent flight. Messy pummels leads to loud flapping
